Recent trends in sales sourcing show states replacing the cost of performance rules for sales of services with market-based sourcing rules. This trend is an attempt by the states to source the service receipts to the state where the service is received as opposed to where the service is performed. This discussion will cover the recent changes to the sales sourcing rules and how these changes may impact taxpayers.
